City of San Marcos, Texas 2007-2015

Assistant Director of Engineering & Capital Improvements/City Engineer
Manage over $90 million in capital projects for fastest growing city with 50,000 people. Lead the City’s 10-Year Capital Improvements Program with annual updates and coordination throughout the city. Responsible for full-time, temporary, and contract employees, as well as employees in other departments. Track spending and schedules for projects and the department. Review, support, encourage, lead, hire and fire employees.

Key Projects and Accomplishments Include:
• Downtown Reconstruction Phase I, $13 mil. – conversion of overhead to underground utilities; drainage, water and wastewater improvements; pavement reconstruction; streetscape elements
• Lead the City’s 10-year Capital Improvement Plan requiring extensive coordination with all departments, residents, Planning & Zoning, and City Council; preparing cost estimates and identifying future infrastructure needs/requirements
• Supervise the Construction Inspection division and require written standard operating procedures to ensure expectations are clear and maintain employee morale is high
• Implement the federally approved Habitat Conservation Plan for endangered species in San Marcos as Capital Improvements Projects are completed
• Collaborate with water, wastewater, drainage, streets and electric departments, as well as outside entities including telecommunication companies, TxDOT, UPRR, Texas Parks and Wildlife, Texas State University

Senior Engineer, 2007 - 2011
Responsible for 26 capital improvement projects from concept through construction simultaneously. Worked closely with engineers and other consultants to prepare accurate construction plans and bid documents.

• Project management including : negotiating and administering consultant and construction contracts and changes, review and analysis of plans, bidding, scheduling, and project budget
