Mr. Trombley has more than 19 years of experience in civil/environmental engineering and construction/contractor management including permitting and environmental compliance. He has supervised, managed, conducted fieldwork, and prepared documents for assessments, investigations, mitigations and corrective actions for dozens of energy/mining, railroad, commercial, industrial, residential, government-owned and utility corridor properties located in Utah, nine additional US States, and in Alberta and Saskatchewan, Canada. A few of his highlighted recent accomplishments include permitting, environmental compliance assistance/oversight for a major Utah/Idaho electrical transmission corridor, planning management for existing major underground potash mine and construction management assistance for surface completions for startup and operation of a major underground metallurgical coal mine, a “first-of-a-kind” tailings pond reclamation project and (referenced below) .

ENVIRONMENTAL ENGINEER

Accomplishments:
Assisted in management of permitting/compliance program for construction of 135-mile 345 kV Transmission Line Corridor Project in Utah/Idaho:

Mr. Trombley served as a Project Environmental Compliance Trainer and assisted Contractor in obtaining construction and environmental permits/approvals (including those required by U.S. Army Corps of Engineers, U.S. Fish and Wildlife Services, Federal Aviation Administration, Nation Pollutant Discharge Elimination System). He trained all Project staff, implemented and managed the Project field program with respect to environmental permits and governing regulations. Project included, but was not limited to, all transmission and distribution line segments, all communications with the Contractor, Owner and regulatory agencies, all substation construction work, and permanent internal and external temporary facilities and site access work.

Managed environmental compliance projects in the energy and mining industries. Formulated permitting strategies, and developed environmental training and environmental compliance/awareness programs. Supervised, managed and/or conducted field work associated with environmental compliance, biological and cultural resource Programs.

PROJECT ENGINEER

Accomplishments:
Assisted in planning and engineering of one of Canada’s largest producers of Potash at a 3M Tonne Per Year Underground Potash Mine Operation in Lanigan, Saskatchewan, Canada:

Mr. Trombley assisted the underground Maintenance Managers and Planners in providing maintenance planning and engineering. The Project was conducted onsite in a two-phased approach. As the initial phase, Mr. Trombley provided maintenance manager/planner onsite assistance to perform required job functions including Work Order Management: assign, schedule, add, delete, revise and Material/Supply Requisitioning to support jobs for approximately 12 heavy duty equipment mechanics and 4 welders. During the initial phase, he concurrently evaluated the current planning and process efficiency and the overall maintenance planning efforts in the underground facility. As the second phase, Mr. Trombley worked with the maintenance managers, planners and upper management personnel to define the processes within maintenance planning; identify the information being provided by the planners and the recipients of this information; interface with mine site personnel and assist in long-range maintenance planning and budget preparation; and introduce new tools as required. He made recommendations for refining the existing and current processes and information exchange to improve the efficiency of the overall maintenance effort at the operation, resulting in reduced amount of both planned and unplanned maintenance downtime and increased amount of available production time.

PROJECT ENGINEER

Accomplishments:
Assisted in construction management for start-up of one of Canada’s largest producers of Metallurgical Coal at an estimated resource base of 11.6 Million tonnes: Underground Metallurgical Coal Mine Operation in Grande Cache, Alberta, Canada:

Mr. Trombley assisted Project Construction Manager for construction of surface components and related infrastructure (i.e. Site Water, Power, Compressed Air, Propane, Coal Conveyance, Stockpile Management and Facilities). He worked onsite closely with the Owner and Owner representative(s) to develop initial Approval For Expenditure, procure necessary labor, material and supplies and manage/control documentation and programs with respect to Construction Contractor(s) Work.

PROJECT ENGINEER

Accomplishments:
Assisted in construction management of a “first-of-a-kind” reclamation project at Canada’s first Oil Sands Tailings Pond for a large Oil Producing Mine in Fort McMurray, Alberta, Canada:

Mr. Trombley assisted Project Construction Manager for construction of geotechnical cap (i.e. cover) surface components and related infrastructure (i.e. hydro/geological monitoring devices) in order to restrict potential adverse environmental impact to the surrounding air. He worked onsite closely with the Owner and Owner representative(s) to ensure that the awarded Contractor constructed the Project in compliance with Norwest-issued design and engineering detail and provided support as a member of the onsite “Project Reclamation Team consisting of Owner, Engineer and Contractor representation. He assisted in design/engineering and manage/control documentation and programs with respect to Construction Contractor(s) Work.

Managed and/or reported on voluntary cleanup, underground storage tank (UST)/Leaking UST, CERCLA, RCRA investigation sites; remedial investigation / feasibility studies (RI / FS) and record of decisions (RODs); soil and ground water contamination characterizations; construction design, implementation and oversight; project management; and cost estimating. Preparation of Sampling and Analysis Plans (SAPs) including Quality Assurance Project Plans (QAPPs) and Site Health and Safety Plans (HASPs); field borehole geologic logging / well installation supervision including preparation of electronic graphics; soil, ground water and waste sampling; field data / construction team oversight; subcontractor oversight.
