Section Head, Readiness Reporting and Analysis 10/2010-Current
Chief of Naval Operations, Fleet Readiness Division (N43), Washington, DC

•Principal advisor of Navy readiness. Reports Navy readiness to Congress, Secretary of Defense, Secretary of the Navy, and the Chief of Naval Operations on a quarterly basis which informs the senior military and civilian leaders of significant shortfalls to Navy readiness. Enables leaders to make difficult choices to preserve Navy readiness.

•Pioneers the development and implementation of the first holistic Navy readiness assessment tool, enabling a diverse team to project Navy's readiness in specific combat mission areas, deliverance worldwide presence levels, and support of war plan capacity. Provides a dashboard summary that predicted future readiness across the entire Navy and enabled a clear and detailed understanding of the readiness accounts, including financial & risk management.
o Use by all levels of DoD to support an FY14 adjustment of +$2.4B to readiness accounts in the Balanced Budget Act – eliminating the need to ground aircraft, restoring surface ship maintenance to full funding, restoring fuel funding for the surface fleet and raising shore sustainment funding from 50% in FY13 to 65% in FY14.

•Coordinates with multiple fleet staffs and other government agencies to validate readiness requirements, set funding levels, quantify shortfall impacts to readiness, and develop shortfall mitigation strategies.

•Leader and mentor of several cross-functional teams, ensuring Navy provides the right capabilities and the right number of ships worldwide. Provides invaluable insight in the development of the Naval Maritime Strategy, which supports the Secretary of Defense’s Strategic Guidance.

Auxiliary Officer 10/2008 – 10/2010
USS CARL VINSON (CVN 70), San Diego, CA
•Principal Advisor to the Commanding Officer on all auxiliary equipment on a nuclear aircraft carrier. Supervised 100 personnel in the operation and maintenance of numerous support systems, to include air conditioning, aircraft elevators, rudders, potable water, hot water, refrigeration, waste disposal systems, galley equipment, ventilation, Bilge/Black/Gray water systems, winches and cranes.

•Developed the water distribution system to efficiently prepare the delivery of 31,555 gallons of water to the victims of the Haiti Earthquake. Supervised over 200 sailors in the provision of water.

•Utilized uniquely qualified engineering and naval architect skill sets to conduct first-responder visual surveys with Joint Forces to provide initial safety of port evaluations for ship operations during humanitarian relief efforts after the Haiti earthquake.

•Managed a $9M maintenance budget, supervising over 100 personnel in the completion of over 7,000 maintenance repairs within a 9-month period. Coordinated with shipyard and contractor personnel in the certification of all equipment.

•Managed 100 personnel in the early completion of over 500 maintenance repairs during a 90-day Continuous Maintenance Availability, ensuring a safe and highly successful aircraft carrier training cycle.

•Trained over 14 junior officers in shipboard bridge operations, and 45 enlisted personnel in engineering equipment maintenance practices. Mentored and trained 30 officers and 42 enlisted personnel in their professional qualifications; 26 enlisted personnel completed dual qualifications in surface and aviation warfare disciplines.

Surface Mine Countermeasure Ship Resource and Requirements Officer 06/2005 – 07/2008
Chief of Naval Operations, Expeditionary Warfare Division (N95), Washington, DC

•Developed the DoD Planning, Programming, Budgeting and Execution process for 26 mine warfare ships. Managed the requirements, resources, and programming of over $300M in modernization efforts, including a highly successful High Frequency Wide Band sonar upgrade and main engine upgrades.

•Participated in various integrated process teams in magnetic/acoustic signature control, navigation systems, mine countermeasure combat systems, and hull, mechanical and electrical systems.

•Developed the Congressionally-mandated Mine Warfare Plan, which informed Congress of current and future mine warfare capabilities. This document addressed the full spectrum of mine countermeasures from air to subsurface capabilities. The document provided leadership with knowledge of capabilities and gaps in the Navy’s capabilities.

Material Officer 12/2003-06/2005
DESTROYER SQUADRON NINE, Everett,WA

•Principal advisor to the Commodore on the material, maintenance and engineering training of five ships in the squadron. Worked directly with ships, shipyards, Port Engineers, and the entire maintenance community to ensure all repairs were conducted on time and within specifications.

•Developed a planning tool to track all logistics for the five ships in the squadron, ensuring all fuel, parts, and food are provided to the ships at the required levels.

•While USS INGRAHAM was in a dry-dock for maintenance, orchestrated an emergent dry-docking of USS RODNEY M.DAVIS to repair a catastrophic failure to its rudder at the same shipyard.

•Supervised over 6 major maintenance availabilities and emergent repairs, ensuring all ships were ready to meet all training and deployment commitments. Trained all five engineering departments through various stages of certifications, ensuring all ships are able to operate safely and efficiently.
