• Lead for a group of 5 Industrial Engineers who support the
fabrication and installation of piping systems for the U.S.
Navy’s amphibious assault and destroyer ship construction
programs.
• Develop and maintain cost/schedule baselines for each phase of
ship construction in accordance with Earned Value Management
guidelines.
• Develop labor planning models to determine headcount
requirements for pipe fitters/welders and indirect labor
(2,500+ craftsmen).
• Ensure shop loading does not exceed capacity footprint and
that output satisfies downstream demand/critical milestones in
the installation and ship integration areas.
• Create Earned Value Management System metrics, deveop Esimates
at Completion (EACs) and Variance Analysis (VARs) for Program
Managers and Operations Directors and support presentation to
senior shipyard management.

• Ensure that contract baseline budget is allocated to correct
cost work breakdown structure (CWBS).
• Develop labor standards from time study and work measurement
techniques.
• Risk identification and mitigation strategies for all
contracts.
• Auditing of physical progress reported to the U.S. Navy in
accordance with EVMS guidelines.
