The project is Early Contractor Involvement (ECI) and the second is firm fixed price, where HPO is constructing T-walls on eight miles of reconstructed levee LPV 148.02. Supervisory Civil Engineer , 0810 I was recruited as the QA Branch Chief for the Hurricane Protection Office (HPO), but due to a personnel shortage, I have assumed the role of the Modification Branch Chief, the Document Control Center (DCC) Branch Chief and the Assistant Chief of Construction Management to Allen Lantz. My job is split evenly between all 4 positions where I set up QA site visits to the construction field offices and assist in training to overcome any deficiencies found. I manage two QA team members that write up the results of the site visits. Measure the results of training and correct deficiencies found in the measurable metrics. I manage 4 modification office engineers in a central modification section for all of HPO Projects. Review IGE's, POM, PNM and funding statements. I measure metrics for the Mod section to complete all mods in 30 days to 90 days depending on complexity. I have set up and initiated the document control center to capture all construction records in the field office by hard copy and electronic media to ensure against loss of files and records according to ARIMS record requirements. In additions to managing the DCC with 7 personnel, 4 mods personnel, and 2 QA personnel, I assist in the Project Managers by setting up AE Construction Services Task Orders to man the Resident Offices in the field from 3 A-E IDIQ contracts. I have established IDP Requirements for all federal employees to achieve the DAU Level II certifications. I have established RE field offices for three PMs and recruited personnel for the staffing of the RE field offices as well as managed the acquisition of the office space, furniture and computers. I write the Scope of Work (SOW) for Construction Service Task Orders, write the IGEs and Negotiate the Task Orders for the IDIQ RE staffing needs. I have assisted the Chief of Construction HPO office in the building of the HPO organization to a functional, highly efficient construction office to rebuild the Levees, Floodwalls, Armoring, Pump repairs and IHNC.
