Technical Project and Development Manager March 2013 - Present

Responsible for managing and overseeing Texas Department of Transportation’s (TxDOT) Toll Operation Division’s(TOD) projects. Responsible for reviewing request for proposals (RFP), analyzing new business requirements, recommending system solution, performing cost-benefit analysis and coordinating activities between the toll system integrators. Since joining, led a team of database developers towards completely automating TMS-BOS reconciliation and developing a MS-Access based defect tracking tool to streamline different processes. As the manager of the team, responsibility is to oversee team’s day-to-day work, manage their time, set dead-lines, assess risks, monitor progress and give feedback to the Program Manager. Also worked with the vendors and led the developers towards the delivery of multiple Open Record Requests (ORR) and reports for the CFO of TxDOT and the director of TxTag for dashboard
reporting for the cost-benefit analysis of 1.5 million dollars truck-incentive program. Currently, spear heading the effort to migrate the existing BOS (Back Office System) from the current vendor 3M to the new vendor Xerox.

Team Lead, Software Engineering April 2007- March 2013

Led a team of C++, Java/Javascript, Python and Oracle database developers towards the delivery and maintenance of the software for 5 major toll systems in USA. Components included all the way from low-level hard real-time system to the web application development for real-time monitoring of the system. Direct and hands-on experience in the engineering, architecture, design and development of the system to attain high
availability, reliability and accuracy. Led the effort to completely re-architect the legacy C++ software such that the software team was able to delivery any toll system under one month. Also, took the company from a zero process oriented company to an extremely process oriented company that facilitated supporting multiple products for multiple clients at the same time and rolling the projects out in a seamless fashion. This was a major milestone for the company that allowed organization to move to the next level to be capable of delivery product for more clients. Responsibilities
included:
• Oversee the team’s work and ensure that they build high quality application meeting all the requirements
• Allocate appropriate resources, track progress, prioritize assignments and resolve issues to ensure predictable delivery and reasonable work load
• Improve processes for source control and defect tracking to allow simultaneous development for multiple clients and streamline software releases
• Partner with the project managers and interact/negotiate with the clients as needed to set the direction for application development
• Gather, identify, analyze, evaluate requirements and develop technical specification document for the team
• Coordination and collaboration with the QA and the hardware team to bridge the gaps
• Lead/Conduct/Regulate/Participate acceptance testing for the clients as needed
• Direct involvement in talent acquisition to attract and hire exceptional engineers towards building a stronger team

Key achievements included:
• WebROMS Application: Led the team to port a Windows based desktop application to develop a 3-tier web based application in Linux platform using JavaScript (ExtJS) for the front-end GUI, Java (Spring, Hibernate) for middle-tier and Oracle at the backend. The application would fetch data from the Oracle database and display the
digital data in waveform format using HighChart and would synchronize the HTML5 video with it. The application was used by the client to monitor the health and performance of the system in near real-time. Effort involved negotiating requirements with the customers and gathering the requirement for both the software and the test
